What should use to repot my cacti?

I agree with your dad..cactus grow in the poorest of soils and require no fertilizer..fertilizer can actually harm them and many potting soils contain it in it..I live in Florida and my cactus garden is planted in pure sand and nothing else..I have at least 12 varieties in them and they have been there for over 6 years
